It is atypical yet very graceful that the Dr. C. Rangarajan Award for Excellence in Banking is being conferred upon an IAS Officer this year. Dr. Aruna Sharma is to be credited with making great strides in the field of Banking within the State of Madhya Pradesh. Her ideas were not only visionary and ahead of their time, but have now also been benchmarked and are being used as best practices in schemes such as the Pradhan Mantri Jan Dhan Yojana (PMJDY).
The SAMAGRA Portal which was her brainchild has been uniquely responsible for successfully combining MGNREGS, PDS, DBT, Aadhar and Bank Account credentials across all government departments and streamlining the dispensation of all manner of government benefits to their intended beneficiaries. The avoidance of beneficiary duplication, which this exercise brought about has contributed to the sound fiscal health of the State.
Moreover, the SAMAGRA Portal has eliminated the need for Banking Correspondents thereby propelling rural finance from the unorganised to the organised sector by allowing for the mapping of banking blind zones or ‘shadow areas’, which could then be illuminated by the establishment of ultra-small branches, post offices, co-operative banks, RRBs as well as commercial banks..
