SKOCH - NeGD Digital India Champion Award

A.    The  Award seeks to appreciate and recognise the CIO Champions for their significant contribution towards improvement, enhanced productivity or any other relevant measurable outcome(s).

The CIO participants who have undegone CIO/Champion training can nominate themselves (not necessary to move through respective department/agencies).

There would be a few finalists in each category who would be conferred the SKOCH-NeGD Digital India Champion Award 2016. Being periodic, these Awards would also take note of incremental performance improvements. The organisation/state/department with the maximum number of Awards would also be recognised as a Champion at Platinum, Gold and Silver level.

B.     The CIO programme is designed to address the critical competencies required for successful implementation of e-Governance projects. The training addresses the following areas:

a.    Basic premise and principles of e-Gov

b.    Ecosystem and Institutional Structure

c.    e-Gov Project Life Cycle and Project Management

d.    Governmental Process Re-engineering

e.    Business Modeling and Public Private Partnership

f.    Shared services and Integration of Processes

g.    Policies, Standards and Frameworks

h.    National and International Best Practices

i.    Replication Projects

j.    Technology related advancement, challenges and decision making

k.    Procurement for e-Gov Projects, Contract Management

l.    Information Security

m.    IT Act and Legal Framework

The evaluation would look at whether the nominee could apply the acquired learning/exposure from training, best practices, self-study, innovation, citizen participation and academic exposure in their respective functions post training.

The Project/Initiative should have been initiated after training participated and completed/released.

C.     What qualifies for Nomination:

1.    Any e-Governance project/initiative that has been rolled out post training and has helped in enhancing government service delivery.

2.    Any policy initiative/framework that has given impetus to transformational e-Governance project/government service delivery in your respective Ministry/State.

3.    Any institutional setup that has strengthened the e-Governance implementation in your Ministry/Department/State.

4.    Any initiative that has paved way for integrated government services delivery.

The Project/Initative should have been initiated after training participated and completed/released before 30th June 2016.

SKOCH-NeGD Digital Champion Award 2016 methodology is as follows:

  • The Award process and editorial control of these Awards is with SKOCH Consultancy Services Pvt Ltd. Nominees from MeitY and NeGD may be invited to join the Awards Committee.

  • On the basis of nominations received an initial shortlisting would be done.

  • A Jury would be constituted by SKOCH Consultancy Services Pvt Ltd.

  • The Jury would rate the nominations and shortlisted nominees may be called for an evaluation presentation or tele-consultation.

  • Only the nominees are allowed to present.

  • Based on Jury ratings, a merit list of Digital India Champions will be released by November 2016.

  • Finalists will be chosen from among the merit-listed projects by an Awards Committee. SKOCH-NeGD Digital Champion Award will be conferred on 15th/16th December 2016 in New Delhi.

  • Attendance during the Digital India CIO Convention on 15/16th December 2016 being jointly organised by SKOCH and NeGD, MeitY is mandatory to qualify for the final Award.

  • The Award can be received only in person.

  • All decisions related to the Awards are final and binding.

  • Nomination must reach by 17:00 hrs, IST on 30th November 2016.

  • Early Bird Benefit: Nominations received by 23rd November 2016 will get 1 additional point.

  • Each submission must include: A completed nomination form/ Project Information as per the enclosed format.

  • Both hard and electronic copies (submitted via www.skoch.in) are needed. The hard copies should be duly signed and stamped.

  • All Early Bird Entries get additional 1 mark to the Jury Evaluation, which independently assesses nominations on a score of 0-9. All Jury ratings are done on an absolute basis with a cap of 10 marks that can be scored by any Nomination.

  • The Awards are conferred in person only and all qualifying nominees would need to personally attend Digital India CIO Convention on 15th December 2016 in New Delhi.

  • There is no Delegate Fee for the invited participants and Award recipient. For everyone else a Delegate Fee of INR 10,000 per delegate or INR 40,000 for five delegates would apply for attending the conference.
